Well with the release of 10.4 GIMP is no longer included with the distro. I would say GIMP is a must have app. Scribus is a great publishing app and Inkscape is a nice vector based app.
To install these programs the easiest way would be to click on Applications>Ubuntu Software Center. Give it a second to update the database and then you can type the name of the program you want in the search window in the upper right hand corner. When you do the search a list of available programs will be shown. You read the descriptions, choose the program you want, click the install button and the new program will be installed.
