What I used to do to avoid the whole problem of power outages and power surges, was to run my laptop full time off two deep discharge 12v batteries. Then I rigged up a quick switch system so that while I was using one battery, I would be charging the other. Since the laptop had its own batteries, I could switch on the fly with no trouble.

However, most people would not probably want to go online with a laptop. To power a desktop system, I guess you could have several 12v batteries hooked in parallel, powering one or more large 110v inverters that would put out a good sine wave pattern, and you'd have a nice homemade UPS. I've read about such things but haven't done it myself. You could have several solar panels keeping the batteries charged, I suppose.
